Preheat oven to 350°F (180°C). Beat together butter, coconut sugar and brown sugar until light and fluffy; beat in eggs, one at a time, until fluffy. Beat in vanilla.
Whisk together protein powder, all-purpose flour, whole wheat flour, protein powder, baking powder, baking soda and salt; beat into butter mixture. Stir in chocolate chips.
Drop dough by two tablespoonfuls onto two parchment paper–lined baking sheets; bake for 7 to 8 minutes, rotating baking sheets halfway through baking time, or until golden and just set. Let cool on baking sheets for 5 minutes. Transfer to rack; let cool completely.
